LEED Certification for Borger ISD New Elementary School

In May 2006, citizens in Borger passed a bond election for the construction of a new elementary school. Borger Independent School District embraced the principles of "green" design for the facility with a focus on improved indoor air quality, energy efficiency and water conservation. The 120,000 square foot facility will open in August 2008 and be home to students from first to fourth grade. BISD has received support for their Green Building Initiative from Conoco Phillips and Xcel Energy among others. To the best of our knowledge, there is only one public school in Texas that is LEED certified currently. Borger New Elementary will be just the second school with that distinction and the first west of I-35.

Attached below are a few facts about the the United States Green Building Council's LEED Certification program and the impact it will make on the students and staff at Borger Elementary.

What is LEED Certification? Leadership in Energy and Environmental Design is a program administered by the United States Green Building Council to promote building and construction principles that reduce the consumption of natural resources while improving the environment for the building’s occupants.

Certification is achieved by earning credits in the following major categories:
  • Sustainable Sites
  • Water Efficiency
  • Energy and Atmosphere
  • Materials and Resources
  • Indoor Environmental Quality
  • Innovation & Design
The Borger ISD New Elementary design targets 29 credits, with a minimum of 26 credits needed to become certified by USGBC.

The following lists a few of the design features for the New Elementary:
  • Using a combination of high efficiency heating and air-conditioning equipment, day-lighting and additional insulation in the roof and walls, BISD will use almost 22% less energy than a building constructed under the State’s energy code. (140,000 KwH saved per year) This energy savings pays for the additional cost of the air-conditioning equipment in just 8 years.
  • The building will utilize 30% less water within the building versus a conventional building, or about 100,000 gallons of water saved per year.
  • The landscaping has been designed with a high-efficiency irrigation technology and drought tolerant plantings to reduce potable (drinkable) water consumption for the site irrigation by 50%, or about 1.7 million gallons per year.
  • The heating and air-conditioning units use an environmentally friendly refrigerant, free of damaging HCFC’s (hydro chlorofluorocarbons) and Halons that can hasten Ozone depletion.
  • The carpeting in the building is made with fibers containing at least 25% recycled nylon.
  • The Acoustical Ceiling Tile used throughout the building consists of a high percentage of recycled paper, preventing the need to mine natural resources and reducing landfill waste.
  • When possible, materials and products used in this building were manufactured regionally within a 500-mile radius of the project site. These materials include concrete, brick, steel, gypsum board, and various furnishings.
  • The VOC (Volatile Organic Compounds) content of adhesives, sealants, paints; coatings, carpets, and composite wood used in this building is very low which contributes to better Indoor Air Quality, fewer student and staff absences and improved retention.
  • The building and site are designed for joint use by the community: playgrounds and athletic fields outside and the gymnasium, cafeteria and library inside.
The construction cost is approximately $17,000,000
